The Department of Information and Communications Technology (DICT) has reshuffled several key officials, designating a new officer-in-charge chief of staff and placing major programs and regional operations under an OIC undersecretary for special concerns.
Under Department Order No. HRA-020, dated Aug. 10, DICT Secretary Henry Aguda designated Director Maria Teresa Magno-Garcia as OIC chief of staff of the Office of the Secretary, in a concurrent capacity and on top of her existing duties. The appointment took effect immediately.
Magno-Garcia was given authority to oversee the department’s day-to-day administrative and operational functions, including functional oversight of its bureaus, services, project management teams and delivery units.
She will also exercise direct supervision and control over the Internal Audit Service and its component divisions. The International Cooperation Division and Legislative Liaison Division were likewise placed directly under the Office of the Secretary.
In the same order, Assistant Secretary Christian Mark Guingcangco was designated OIC undersecretary for special concerns.
Guingcangco will serve as the primary coordinator for all DICT attached agencies and exercise direct supervision and control over the Infostructure Management Bureau and the Free Public Internet Access Program.
His expanded portfolio will also cover the Office of the Assistant Secretary for Regional Development, the Regional Operations Coordination Service, all DICT regional offices and their respective divisions, as well as the Postal Regulation Division.
Director Emmy Lou Delfin, meanwhile, was named OIC assistant secretary for regional development. She will report directly to Guingcangco.
Undersecretary Leonido Pulido III was also designated vice chairperson of the department’s organizing committee and chairperson of the ASEAN Technical Working Group established under an earlier DICT order.
Aguda directed DICT officials and employees to support the newly designated officials and reminded those covered by the order to comply with existing laws, policies and regulations in exercising their authority.
All of the designated officials will remain under the direct supervision, control and executive direction of the DICT secretary.
The order took effect immediately and will remain in force until further notice.
